Row / scan decode chips
These are the decode/scan chips (e.g. 74HC138, 74HC595, RT5953) that handle a panel's multiplexed row addressing — not pixel driver ICs, so they have no channel, scan, or current rating. A scan LED panel pairs one of these with a pixel driver IC, and the receiving-card firmware must support both.
